If you mean the gel I think you mean, after. Otherwise you'll end up with goopy powder and it's more likely to smear.

I always do my eyebrows for years. Fill them with powder and set with gel. That's how I do it

Brush the gel in first then add the powder. That's what makes it stay on. I use the e.l.f. brand. $3 at target and works great.
